Government Functional Standard GovS 002: Project delivery

This updated Government Functional Standard (GovS 002) sets the mandatory expectations for project delivery across UK government, covering portfolios, programmes and projects. Version 2.1 strengthens guidance on integrating policy development and evaluation with project delivery, reinforces mandatory governance roles for portfolios, programmes and projects, and introduces new requirements for managing the transition, operational use and disposal of solutions.

The standard provides a comprehensive framework spanning governance, assurance, decision-making, planning, benefits management, risk, stakeholder engagement and solution delivery. It emphasises maintaining business justification throughout the lifecycle, tailoring delivery approaches, including agile methods, to context, embedding learning from experience, and ensuring value for money through robust governance and proportionate assurance. It also aligns project delivery with wider government functional standards and references the latest edition of The Teal Book as supporting guidance.
