Lessons Learned: Private Finance For Infrastructure

This National Audit Office report distils twelve lessons from decades of infrastructure financing to inform the UK’s evolving approach to private finance. It identifies three areas critical to success: establishing investor and public confidence through clear mandates and credible pipelines; making robust, transparent decisions on risk, cost, and value; and adopting commercial strategies that ensure effective procurement, contract management, and readiness for supplier failure. The report draws on case studies including Hinkley Point C and Thames Tideway to support its recommendations.
