Road Investment Strategy 3: 2026 – 2031

The Road Investment Strategy 3 (RIS3) outlines £27 billion of investment in England’s strategic road network from 2026 to 2031.

It prioritises renewals and maintenance over major expansion, targeting ageing assets and improving reliability. The strategy is built around six objectives: economic growth, safety, performance, technology, resilience and environmental outcomes.

RIS3 includes measures to reduce serious road injuries, improve journey reliability, and expand electric vehicle infrastructure, while supporting regional growth and housing. It also emphasises collaboration and data-driven operations to deliver a more resilient, integrated transport network.
