Social Value in Construction: Benchmarking Report 2025

This report presents benchmarking data from 418 construction and civil engineering projects completed in 2024, delivered through SCAPE frameworks and measured using the Social Value TOM System™. It documents £1.2 billion in social value generated equating to 27.3% of total contract value and examines trends across the work, economy, community, and planet themes. The findings highlight national and regional variations in delivery, shifts in project value bands, and the growing impact of legislative changes, including the Procurement Act 2023.
