Completing Crossrail

This National Audit Office report examines the delivery of the Crossrail programme, focusing on the causes of cost increases and schedule delays, and the challenges associated with completing one of the UK’s largest infrastructure projects. It considers the programme’s governance, delivery approach and commercial arrangements, drawing on programme documentation, performance reporting and interviews with senior figures from Crossrail Ltd, the Department for Transport and other key stakeholders. The report also identifies lessons relevant to the delivery and oversight of future major infrastructure programmes.
